Four lines of work
Avesta Regional Research works on commission for political foundations, federal ministries, implementing agencies and research institutes. Every engagement is screened for AWG, DSGVO, and EU sanctions compliance before it begins.

Political risk analysis
Continuous and commissioned assessment of political and security developments across the Avesta Region, written for decisions rather than for the record.
02Governance and rule of law
Evidence-based governance analysis covering institutional performance, administrative practice, and the operation of legal and judicial structures.
03Remote monitoring
Remote monitoring for Afghanistan, Iran, and Pakistan, designed for institutions that must account for programme delivery without being able to observe it directly.
04Institutional advisory
Advisory support for political foundations, ministries and implementing agencies, including mediated access to Afghan experts in exile through the Talent Pool.
Method
Hybrid Analysis Methodology
All four lines of work rest on the same method. It is designed for conditions in which direct access is closed.
- 01
Open-source foundation
Systematic collection from regional and international reporting, official publications, legal gazettes and documented public record.
- 02
Native-language monitoring
Dari, Pashto, Persian and Urdu material is read in the original. Native-language political analysis is a requirement, not an enhancement.
- 03
Structured expert consultation
Consultation with regional professionals under agreed protocols. No consultation is recorded in a way that could identify a participant.
- 04
Triangulation and confidence rating
Findings are cross-checked across streams. Each is rated for confidence, and divergences between streams are reported rather than resolved silently.
- 05
Compliance review
Compliance Officer review against AWG, DSGVO, and EU sanctions standards, including a check that no source-identifying information is present.
Political risk analysis for Afghanistan, Iran, and Pakistan, prepared under a zero-footprint methodology.
What this covers
Assessment of political trajectories, security conditions, institutional stability and the exposure of programmes, staff and partners to those conditions. Outputs range from a standing monitoring subscription to a single question answered under time pressure.
Each assessment states what is known, what is inferred, and what cannot be established with the evidence available. Confidence levels are explicit.
Typical deliverables
- Standing political risk monitoring with a fixed reporting rhythm
- Situation assessments on a defined question or event
- Programme exposure reviews for ongoing engagements
- Scenario papers with indicators and thresholds
- Oral briefings for leadership, on request under Chatham House rules
Governance analysis Iran, rule of law Pakistan, and institutional assessment for Afghanistan — grounded in native-language sources.
What this covers
The distance between formal structures and administrative reality is where most governance questions are decided. Our work examines how decisions are actually taken, which institutions hold effective authority, and how legal and judicial structures operate in practice.
This includes human rights conditions, the position of civil society, and the treatment of specific groups where these are the subject of the commission.
Typical deliverables
- Institutional mapping and authority analysis
- Rule of law and judicial practice assessments
- Human rights condition reporting
- Civil society space analysis
- Baseline studies for programme design
Independent verification under a zero-footprint methodology, built to withstand audit.
What this covers
Where an implementing organisation cannot verify delivery on the ground, and where sending observers would place people at risk, remote monitoring provides an independent evidentiary basis. Findings are documented so that they hold up to institutional audit.
Monitoring designs are agreed in advance with the commissioning body, including what will and will not be verifiable, so that expectations are set before the reporting period begins.
Typical deliverables
- Third-party monitoring of programme delivery
- Verification of reported outputs against independent evidence
- Periodic monitoring reports on an agreed schedule
- Red-flag reporting where indicators diverge
- Methodology documentation for audit purposes
Advisory work and structured access to regional expertise, arranged through Avesta as intermediary.
What this covers
Institutions frequently need not a report but a conversation with someone who held the relevant position. Avesta mediates that access on a consent-based footing, so that neither the expert nor the commissioning body carries an unmanaged risk.
For Afghanistan this draws on the Talent Pool of Experts in Exile, a structured directory of senior professionals now based in Germany and across EU member states.
Typical deliverables
- Expert consultation arranged and moderated by Avesta
- Advisory support for programme and strategy design
- Review of draft policy documents against regional evidence
- Workshop and roundtable facilitation
- Contracting of experts as Senior Analysts on funded projects
Discuss a commission
We are glad to set out how a specific question could be addressed within our compliance framework, and what a deliverable would look like. Initial conversations are without obligation.
