The analytical situation
Iran presents a different constraint from Afghanistan. Institutions are documented and formally legible, but the distance between formal structure and effective authority is substantial, and the risk to anyone who speaks candidly is severe.
Persian-language material is read in the original, including legal gazettes, official statements and regional reporting. Consultation protocols are stricter here than in any other portfolio, and the sanctions screening applies to every engagement without exception.
