Background

The German government evacuated a significant number of its former Afghan employees and associated professionals through the Ortskräfteverfahren and the Bundesaufnahmeprogramm. Many of these individuals are highly qualified experts who held senior positions in Afghan government institutions, ministries, judicial bodies, security structures, and international organisations operating in Afghanistan before August 2021.

Their departure has contributed to a severe brain drain inside Afghanistan. Many of these experts are now based in Germany and across EU member states, and their expertise remains directly relevant to the questions European institutions are asking about the country.

Consent statement

Every entry in the Talent Pool is published exclusively with the expert's explicit written consent. Depending on the individual consent level, an entry may include the full name and photograph, or the name only, or the field of expertise only with no identifying information. No entry is published without documented consent on file with Avesta.

Contact is facilitated through Avesta as an intermediary. No direct contact details of any expert are published.

Three purposes

A professional community

A visible network in which Afghan experts in exile can reconnect, exchange knowledge, and build collaborative working relationships.

A transparent overview for institutions

German and European institutional clients such as GIZ, BMZ and KfW, and political foundations, gain a clear view of the expert profiles available for specific projects, improving coordination and trust.

A project development platform

Experts who develop their own project proposals can, if the proposal receives funding, be contracted and compensated as Senior Analysts for their own project.
