The analytical situation
The withdrawal of international presence in August 2021 removed most of the observational infrastructure on which European assessments of Afghanistan had relied. What remains is fragmentary, and much of what circulates internationally has passed through several hands before reaching a European desk.
Avesta's Afghanistan portfolio is built on Dari and Pashto sources read in the original, structured consultation with professionals who held positions in Afghan institutions before 2021, and systematic open-source collection. No single stream is treated as sufficient.

- Security conditions and their implications for programme delivery
- Human rights conditions, with particular attention to women and minorities
- The functioning of judicial and administrative structures
